County Council

Westlock County council is divided into seven electoral areas called divisions. Each division has a Councillor that has been elected by citizens within the divisional boundaries. The Reeve  and Deputy Reeve are elected from within Council on an annual basis. Each councillor serves a four-year term.

Governed by the Provincial Municipal Government Act, the Council passes bylaws that provide for, develop and maintain a viable municipality. The primary function of the County Chief Administrative Officer is to act as the principal liaison between Council and Administration and to oversee the staff.

Council Members

The main roles and responsibilities of your elected officials is to establish the general direction of the County by way of evaluating existing operational programs, establishing and reviewing operational policies and to authorize annual operating and capital budgets.  In addition to these general responsibilities for the County, the elected officials are also appointed to various internal Committees as well as external autonomous organizations.

Sherri Provencal was raised in Vimy Alberta. Her dad's family has been in the Vimy area since 1912.

Her parents ran the Vimy Post Office, and both drove school bus for over 40 years. Sherri worked in the post office, delivered mail and drove school bus as well. She is honoured to serve her community in Division 1 as Councillor.

Sherri and her son Jesse live in the Division on an acreage where she had an advertising business from her home for 21 years alongside a few other small businesses. She now works in sales with the St. Albert Gazette. She spends her free time planting flowers, loving acreage life, and spending time with family and friends at her dad’s lake house.

Sherri feels that her sales experience and working with people will bring new ideas to the County. Wanting our County to thrive and be a place for our kids to bring up their families is one of the main reasons she put her name in for Councillor. She has always been a people person, willing to help anyone in anyway she can and she hopes her constituents will always feel confident and comfortable in reaching out.

Jared Stitsen is a lifelong resident of Busby and is proud to serve his community as Councillor for Division 2, where he lives with his wife and four children. Jared is a long-time resident of Busby and is actively engaged with the community doing what he can to make a difference.

He serves as the Busby District Fire Chief on the Volunteer Fire Department and has been a member for over 10 years. Jared enjoys working with the public in various projects around the community but in his spare time, he likes to be out door with his friends and family exploring the amazing Alberta backcountry.

He believes that the input and communication from the residents is an important part of a strong and sustainable community and welcomes all open dialogue and innovative ideas working together towards common goals for all of Westlock County.

Francis Cloutier's family has lived in Westlock County for generations. Francis has been involved in many job opportunities and growing businesses. He has been with the Pickardville Fire Department for over 20 years. As Councillor, he is looking forward to listening to a bringing forth the wants of the County's taxpayers. He wants to help out on the growth of new and old businesses in the County so that our children can have the opportunity to get jobs and stay in the County and the community that he has loved and lived in.

Isaac Skuban is a lifelong resident of Westlock County and has helped farm with his family in Division 5 since he was young.  Isaac grew up home-schooled and will currently be entering his third year of a Political Science – Economics Bachelor of Arts at the University of Alberta as a part time student.

Isaac believes that his job as a Councillor is to be a direct voice for residents in Council.  He is a strong believer in resident’s ideas and input and believes that residents must be heard.  He has served as a volunteer firefighter within Westlock County for 4 years, taught skiing and snowboarding at Tawatinaw Valley Ski Hill growing up and worked as a summer student on the County’s ASB for four years.  Isaac would like to see Westlock County grow and wants to utilize all assets at council’s disposal to make life better for County residents.

Isaac loves working outside, reading up on different religions and philosophies, playing sports, and meeting and talking with people.

Christine Wiese moved to Westlock in 2007 and worked for a branch of the Ministry of Service Alberta for 11 years. In 2019 she joined her husband Troy in his longstanding agricultural business. Together they operate a cattle and grain farm in Westlock County. Their blended family is their pride and joy, all 5 children are now out leading successful career paths. Now empty nesters, Christine and her husband cherish every moment when their kids come to visit and come to work on the family farm. 

Over the years, the Wiese family has enjoyed being apart of the Linaria Curling Club, 4H, and Recreational Hockey and Recreational Baseball leagues.

As the Division 7 Councillor and Reeve, Christine hopes to build consensus among members of Council. Christine wants to maintain open dialogue with the residents and is focused on keeping County business transparent. She wants to build better ways for county residents to keep up to date and thus be more involved and aware of county business.
