Solid Waste
The County, the Town of Westlock and
the Village of Clyde has, by agreement, established a Regional Landfill
Authority, responsible for the siting and development of a regional landfill
for the combined municipalities. The
Authority has representation from each of the participating jurisdictions on
the board. The Authority, through a consulting
engineer, is presently investigating a quarter section, adjacent to the
existing Westlock Landfill site. There
are grant funds currently available from AEP, but the initial investigation,
site testing and land acquisition is not covered; these costs have to be
shared by the Authority with funding from the participating jurisdictions.
The cost is per capita shared. The County is the host jurisdiction for the Regional Authority. The County currently operates a number
of modified sanitary landfill at the following locations:
With the exception of Westlock, each
site is open to the public one day per week.
The Westlock site is open (5) days a week to the residents of the
County, the Town of Westlock, and the Village of Clyde.
Each site has County supervisory personnel on site during open hours. The County has regulations in place, in
conjunction with the AEP Code of Practice, determining what waste is
accepted, what must be sorted for recycling, salvaging or burning, etc.
Each site has (2) burn pits that are burned in rotation, and at least
one bury-pit. Sorting of
salvageable and/or recyclable materials is done on site, as well. Burning of dry, combustible wood and
wood products is conducted at each site in accordance with a burn permit
from AEP. Motorgraders conduct minor site
clean-up from time to time, for those sites within their service districts;
the County dozer conducts major site clean-up as required.
New pits are dug on an as needed basis, usually by a contractor.
Occasionally, a contractor is hired at hourly rates to dig a new pit
at one or more of the smaller sites. Additionally,
the County has a landfill compactor that conducts compaction primarily at
the Westlock site. It is anticipated that the outlying sites will eventually be closed once a regional site is operational. Two or three transfer sites will likely be established at that time.
The County provides garbage collection
services to the following hamlets:
The service for each hamlet is usually
individually tendered, with service provided by an independent contractor.
The contractors have after-hour access to the landfill nearest the
hamlet they serve.
The County owns the following cemetery
sites and facilities:
The County relies on volunteers from
the immediate area to look after the site in terms of records and sale of
plots. Occasionally, the same
people will look after the site maintenance, including grass mowing, etc.
All revenues generated belong to the
County. The County pays for what
ever costs may be incurred, and also pays identified volunteers an
honorarium from time to time.
