SERVICES: Protective
Services ·
Ambulance: The County participates with the
Village of Clyde, MD #124, and the Town of Westlock in the sponsorship of an
Ambulance Authority. The Authority funds the entire
operation, including equipment, ambulance units (2), manpower and unit
housing for the delivery of service. The Town of Westlock hosts the service on a cost-recovery
basis. Any operational deficit
is shared on an Equalized Assessment basis. ·
Fire
Protection Services: Volunteer Fire Departments: -

Jarvie Fire Department -
Fawcett Fire Department The County funds the entire operation with some assistance in
the way of fund raising by the volunteers, and donations; each department
has a fire hall, fire unit(s), and equipment. Contracted Services: Westlock Rural Fire Department
- private individual provides housing, and manpower for fire protection unit
and equipment supplied by the County - responds anywhere in the County. Village of Clyde Fire Department
- Village provides housing, and manpower for fire protection unit and
equipment supplied by the County - responds anywhere in the County, but
extra-bills for manpower only, outside specified response district. Village of Legal Fire Department
- Village responds to a specified service area (south of the Vimy Correction
Line and east of Highway #2), and supplies equipment and manpower, etc. The County funds the Fire Department
operation, and invoices users of the service directly for services provided. Fire Guardians - (Forest and Prairie Protection Act): Under the Forest and Prairie Protection
Act, the County is responsible for the issuance of permits for burning, and
enforcement of the legislation within the forestry “white zone”.
A portion of the County (generally in the north part of the County)
is located in the “green zone", and Alberta Forestry is responsible
for permit issuance and enforcement of legislation therein.
The provisions of the Act requires people to obtain a permit for
burning between April 1st, and October 31st, in each
year. The County has passed a
bylaw making the permit requirements for the “white zone” applicable all
year round. The County has appointed a number of
individuals as Fire Guardians for the County.
Councillors and the Municipal Secretary are automatically Fire
Guardians under the Act. The Act makes municipalities responsible for the control of
burning, and the extinguishing of dangerous fires within its control area.
The issuance of permits is conducted in accordance with the permit
issuance policy adopted by the County. The
extinguishing of fires determined to be dangerous is subject to the opinion
of the Fire Guardian and any other Fire Guardians with whom they may
consult. Such consultation is
strongly recommended. (Refer to

Policing
Services Enhanced Policing: The County has an agreement with the
Province and with the RCMP for an enhanced level of policing, which includes
enforcement of Provincial Laws/ Municipal Bylaws in Following Areas: ·
Highway Traffic Act - Traffic control, speeding,
insecure loads ·
Motor Transport Act - weights, measures, County bylaw
- road bans ·
Liquor Control Act - liquor infractions ·
Criminal Code of Canada - driving offences ·
Litter Act - illegal dumping ·
Off-Highways Vehicles Act - County bylaw ·
Crime Prevention, etc. Under the agreement, the County pays
the Provincial Government's share of the cost for the specified officer. RCMP Assistance:
